Project development costs, in contrast to project implementation, are usually not subsidized and therefore have to be covered by own resources. In addition, for the approval of public subsidies, especially those deriving from European resources, a complete study which constitutes a principal part of the development procedure is required.
Very often local authorities have to reduce the number of projects they implement because addressing the project development costs is being added to other equally important, if not more important current priorities.
PRODESA, for a limited number of municipalities, provides free technical support in order to reduce both the duration of project development and the associated costs.
It also provides support in selecting the most suitable financial scheme through collaboration in specific projects as well as specially scheduled seminars so that immediate implementation of as many energy efficiency projects as possible is attainable.
